1. Provide a confirmation with suitable date information confirming that the media is PD in the US and unaffected by URAA; or;
2. Convert the license to a suitable 'Non-free license', and apply the Non free content criteria to the image.
3. List the image at Files for discussion so that a wider consensus can be reached.
