Pascal Cagni (born October 28, 1961) is a French business leader best known for his years as Vice-President of Apple Europe, Middle East, India and Africa from 2000, when he was recruited by Steve Jobs, to 2012. He is today CEO at C4 Ventures, the venture capital firm he created in 2014. In 2017, he was appointed[1] by French President Emmanuel Macron Chairman of the Board of Business France[2] and France Ambassador to international investments.[3]

Biography

Personal life and education

Pascal Cagni was born in Cernay (Haut-Rhin), France on October 28, 1961.

He graduated from Sciences Po (1984), the University of Strasbourg in Business Law (1984) and holds an MBA from HEC Paris (1986).

Pascal Cagni also attended the Stanford Executive Program for Growing Companies (EPGC) in 1997 and the 63rd promotion of the Institut des Hautes Études de Défense Nationale (IHEDN) in 2010.

He is married and has four children: Inès, Diane, Paul, Charles.

Early career

In 1986, Pascal Cagni joined Booz Allen & Hamilton in Paris and San Francisco, as a management consultant, prior to joining Compaq France as Marketing Manager in 1988. In 1991, he joined the Software Publishing Corporation (SPC) to establish a new South Europe Division in Nice, before running the European Strategy and Business Development from London.

Packard Bell NEC

In 1995, he was hired by Packard Bell to create new R&D, manufacturing and operational divisions in Angers. He established a highly successful pan-European sales and marketing structure and was promoted to Vice President of Europe for Packard Bell in 1997 after its merger with NEC Computer International.

Apple

In 2000, Steve Jobs hired Pascal Cagni as General Manager and Vice President of Apple Europe, Middle East and Africa (EMEA). Under his 12-year tenure, Apple's EMEA region delivered the highest revenue growth rates within Apple for several years. Revenue increased from $1.3bn in 2000 to nearly $40bn in 2012.[4]

During this time, he established Apple Shops and created the Apple Premium Reseller (APR) network, an Apple concept exported all over the world which, at his departure, represented more than 1,200 stores and a turnover superior to $8 billion.

Pascal Cagni left Apple on 31st, October 2012.[5]

Investor / C4 Ventures

En 2014, Pascal Cagni founded C4 Ventures, a leading European venture capital firm. He was later joined by Boris Bakech, Michel Sassano and Eric Boustouller, former President of Microsoft France and Western Europe.[6]

Operating from Paris, the firm supports entrepreneurs as lead investor in Series A and as co-investor in later stage rounds.

Its second fund C4 Ventures II, approved by the AMF, opened in Paris in 2020.[7]

Business France

In addition to his tenure at C4 Ventures, he was appointed in 2017 by French President Emmanuel Macron Chairman of the Board of Business France[8] and France Ambassador to international investments.[9]

As such, he was tasked with promoting France as a land of international investment, by regularly explaining the reforms in France, especially during major economic events, maintaining permanent and high-level contacts with foreign investors and liaising with economic and international networks of influence.[10][11][12]

Since taking office in 2017, he has reached out to +800 foreign business leaders.[13]

In particular, he contributed substantially to the set-up of the now annual Choose France summit in Versailles, initiated by the French President Emmanuel Macron in 2018.[14]

He is also a key player in the Scale-Up Tour initiative, launched by Emmanuel Macron in 2018, which had the primary objective of strengthening foreign financial investment in French Tech start-ups.

He is part of the Quirinal Treaty working group, an initiative launched by Emmanuel Macron and Paolo Gentiloni in January 2018, which aims to improve Franco-Italian relations and cooperation, particularly in the fields of industry and culture. "We are culturally, linguistically, historically and economically very close. But for a long time this proximity had been taken for granted and natural without being cultivated as the Franco-German relationship was with the Elysée and Aachen Treaties," he recalls in his interview with the Italy-France Club.[15] The Quirinal treaty aims to improve cooperation between France and Italy on various subjects such as economy, technology, industry, defence, space and foreign policies. In each of these areas, Pascal Cagni has helped to establish clear commitments. Among them: the setting up of a joint support programme for technological innovation for SMEs and start-ups to intensify their cross-border cooperation. The Treaty, signed by E. Macron and M. Draghi on Friday 26 November 2021, is very rare in Europe: it is only the second treaty signed by France after the Elysée Treaty, initialled in 1963 with Germany, supplemented by the Aachen Treaty in 2019.

Other mandates

Pascal Cagni is also an independent director at Banque Transatlantique since 2006.

He was a non-executive director at Kingfisher plc (2010-2019), Vivendi (2012-2017). Between 2015 and 2017, he was also on the Board of Style.com, a Condé Nast-owned ecommerce platform.[16]

In 2014, he conducted a strategic review for the Net-A-Porter Group on behalf of Richemont and drew up a recovery plan to improve the group’s commercial strategy and information systems. This prepared the group for its merger with Yoox.com.

He is a member of the Cercle Outre-Manche, a society of business leaders committed to promoting best practices in France and the United Kingdom. He was also appointed French Foreign Trade Advisors (CCEF) in 2009.

Since 2014, Pascal Cagni has served as a Commissioner for the Global Commission on Internet Governance (GCIG).

Distinctions

Pascal was made a Knight of the prestigious French Order of Merit in 2006 by Christine Lagarde.

In January 2021, he was appointed by Bruno Le Maire, French Minister of the Economy, Finance and Recovery, a Knight of the prestigious Legion of Honour.[17]

Philanthropic activities

Pascal Cagni created The Cagni Foundation with the objective to facilitate access for young people from disadvantaged backgrounds to higher education, art and culture. In this regard, Pascal Cagni is also a High Benefactor of the HEC Foundation.[18]
