Mike Carroll is a member of the Irvine City Council in Irvine, California, as well as the former Vice Mayor. Before joining the city council, Carroll was serving as Vice Chair of the Irvine Planning Commission and previously served as the Chair of the Community Services (Parks & Recreation) Commission.[1] He was first appointed to fill a vacancy on the city council in May 2019, later winning a full term as Irvine City Council Member in the 2020 elections, where he received the second highest number of electoral votes in the City's history.[2]

Appointment

In 2019, Donald P. Wagner, the mayor of Irvine, California at the time, became a member of the Orange County Board of Supervisors. As a result, Christina Shea, a current member of Irvine City Council, was promoted to the position of mayor.[3] This left an opening on the City Council, which was filled when the remaining members of the City Council appointed Mike Carroll to the position. Some citizens opposed the appointment, advocating for a special election.[3]

Recall petition

Near the end of 2019, a petition was started and approved by the city to recall Councilman Mike Carroll and Irvine Mayor Christina Shea from office.[4] The petition, which was suspended in March 2020 due to the Coronavirus Pandemic,[5] states that Mike Carroll has been stalling the progress of the Orange County Veteran's Cemetery in a plan to give the site to developer, FivePoint.[6][7]

City mailer spending

In September 2020, Councilwoman Melissa Fox, filed a complaint to the City Council stating that in the last year, Councilman Mike Carroll had spent $70,000 on city mailers.[8] The mailers, while not directly stating that he was up for election, did noticeably feature Mike Carroll's name.[9] Later in September, the California Fair Political Practices Commission, stated that it was not investigating the complaint.[9] Citizens have called for a Ethics Commission to be created stating, that the inaction and non-transparency of the city have made one necessary.[10]
