Budi Gunawan (born 11 December 1959) is an Indonesian police officer.[1] He has served as Chief of the Indonesian State Intelligence Agency (BIN) since 9 September 2016. He is also chairman of the executive board of E-Sport Indonesia, tasked to develop e-sports in Indonesia.[2] Previously, he was Deputy Chief of Indonesian National Police to General Badrodin Haiti since 22 April 2015 and Police General Tito Karnavian since 13 July 2016, until he was appointed chief of BIN. On 2 September 2016, President Jokowi named Budi Gunawan to Chief of BIN, replacing Sutiyoso, sending a letter to the DPR. He passed a test conducted by the DPR Commission I and was then approved by a DPR plenary session. Budi Gunawan became the second policeman after General Sutanto (2009–2011) to lead BIN.[3] He was also an aide to politician Megawati Sukarnoputri in 1999-2004.

Career[edit]

Budi Gunawan graduated from the Police Academy in 1983. When holding the rank of Police Chief Commissioner he served as an adjutant to Megawati Sukarnoputri when she was vice president (1999–2001) and president of Indonesia (2000–2004).[4]

He became the youngest general in the National Police when promoted to the rank of one-star or Brigadier General (Brig. Gen.) with the position of Head of the National Police's Career Development Bureau,[5] then served as Head of the Officer Secondary School, before being promoted to chief of Jambi Police.[5] Shortly afterwards, he was promoted to the rank of two-star or Inspector General with the position of Head of the Legal Development Division, then he was transferred to lead the Professional Division and Security, and later promoted to chief of Bali Police.[5]

Budi Gunawan achieved the rank of Commissioner General when promoted to Head of the National Police's Education Institute, which oversees educational institutions such as the Police Academy (Akpol), the Police Staff and Leadership School (Sespim), the Police Science College (PTIK), and others.[6]

In 2015, he was controversially named as the sole candidate for National Police Chief to replace retiring General Sutarman.[7][8] Media reports noted his bank accounts contained hundreds of billions of rupiah,[9][10] from many suspicious transactions became the investigation target by anti-corruption body (KPK) and he was named a corruption suspect.[11] He filed a pre-trial motion, which was accepted. Eventually, General Badrodin Haiti was appointed acting National Police chief instead of him.[12]

On 9 September 2016, when appointed to lead BIN, he was promoted from Police Commissioner General to Police General.[13][14]
