Summary

Description Vice Admiral Edward C. Kalbfus presents the Navy Cross for extraordinary heroism to Lt. Arthur Ferdinand Anders. Anders was the Executive Officer of the US gunboat Panay in the Yangtze River, when it was attacked by Japanese aircraft on December 12th, 1937. When the Panay skipper was disabled, Anders assumed command. Shortly thereafter, flying shrapnel ripped into his throat. Unable to speak, Anders continued by writing orders on the deck in chalk until both hands were wounded.
